This final project explores Information System Proposal Civil Servant Rank PromotionBased Web at the Department of EducationRiau Province. Department of Education is the area that handed authority duties and responsibilities for implementing regional autonomy decentralization,deconcentration and auxiliary tasks in the field of education in the area. This system can facilitate employees perform proposing a promotion at Riau Provincial Education Office. The information system can also facilitate and accelerate the work of employees in the civil service in the processing of employee data, proposing a promotion, report processing promotions. Making this information system using the programming language HTML, PHP and MySQL as a database.Whereas in its design using a flowchart, context diagrams, charts tiered (Hyrarchychart), DFD (Data Flow Diagram), data dictionary, ER diagram (EntityRelationship)
