ABSTRACT The community has an important role to participate in the sustainable management of natural resource conservation by prioritizing aspects of cooperation between the community and the management. This study aims to analyze how the community's social capital for the development of conservation partnerships, analyze the supporting and inhibiting factors for the development of conservation partnerships in the Buluh Cina Nature Tourism Park. The research was conducted in Buluh Cina Village, Siak Hulu District, Kampar Regency. Data was collected by conducting unstructured observation, in-depth interviews, and document studies. Data was analyzed by reducing data, presenting data, and conclusions. The results show that there are networks formed in the community, there are norms in the community that strengthen formal rules, there is good trust in the community, so that it can encourage the formation of conservation partnerships. A supporting factor for developing a conservation partnership at Bulu Cina Nature Tourism Park are the good relationship and communication between the community and the manager, the community and the manager have the same goal in sustainable management, the presence of local champions, and good human resources. The inhibiting factors are that the community does not know well the purpose of the conservation partnership, the block arrangement has not been completed, the limited number of personnel, there is no support from multi-stakeholder collaboration institutions, there are differences in interests in the community, the lack of control over the programs implemented, and the limited budget available.
