Model Resolusi Konflik Lahan Perkebunan (Studi Kasus Konflik Perkebunan Antara Ptpn V Sei Kencana Dengan Masyarakat Desa Senama Nenek Kecamatan Tapung Hulu Kabupaten Kampar)
ABSTRACT
Oil palm plantations in Riau Province are profitable for regional and state revenues which are intended for the welfare of the community. On the other hand, oil palm plantations leave agrarian problems, especially the conflict between Senama Grandma Village and PTPN V Sei Kencana over an area of 2,800 hectares. The aims of this research are (1) to identify social movement strategies towards conflict resolution, (2) a community-based approach, (3) a conflict resolution model through mediation which is analyzed by qualitative descriptive analysis. Based on the results of the research, it is known that the strategy of this social movement is that the community does not have an external organization to fight for but is a genuine movement from within them by lobbying the local government to help find solutions, taking actions with companies to the governor's office so that their land returns, using parties the third, namely local and central government in the search for solutions. A community-based approach in which the company provides assistance to the local community so that their relationship remains good and they need each other. The solution model with mediation is carried out by bringing together the two disputing parties to convey their respective demands and mediated by the regional government as well as the central government, until finally the solution to this problem was sparked by the President of the Republic of Indonesia on May 3 2019 at the state palace by creating the TORA program.
