Implementation of Advertising Policies in Pekanbaru City Monica Rosiana Sitorus, Hasim As'ari Public Administration Study Program, Department of Administrative Science, Faculty of Social and Political Sciences, University of Riau, Pekanbaru, Riau, Indonesia ABSTRACT The city of Pekanbaru is a city that is categorized as a metropolitan city, as Pekanbaru is closely related to the spread of billboards. Advertisements are a medium for entrepreneurs in Pekanbaru. However, with the rise of billboards in metropolitan cities such as Pekanbaru, many still violate regulations. This study aims to analyze the implementation of advertising policies in Pekanbaru City and its constraints. The theory used is Thomas B Smith's policy implementation theory, namely that there are 4 indicators: the idealized policy, the target group, the implementing organization, and environmental factors. This research uses a type of descriptive qualitative research. The results of the study found that the implementation of the policy for holding billboards in Pekanbaru City was not in accordance with Mayor Regulation Number 24 of 2013 which had been amended to become Pekanbaru Mayor Regulation Number 50 of 2021 regarding the implementation of billboards. Obstacles faced when implementing this policy were unprofessional implementers, socialization did not reach the target group and lack of adherence to billboard organizers.
