This research aims to analyze the process of forming the Council's Completeness Tools of the Kuansing DPRD and its impact on the implementation of the DPRD's duties and functions, both directly and indirectly. The focus of this research is to examine how the debate over the formation of the Council's Completeness Tools occurred during the 2.5-year rotation period of the AKD's term from 2019 to 2024. The existence of conflicts of interest within and outside the DPRD has led to the formation of factions within the DPRD. This study is designed using a qualitative approach with interpretative descriptive data analysis. As an analytical tool, this research uses new institutional theory and elite theory, which are then elaborated with regulations related to the formation of council supporting instruments. This research was conducted in the Kuantan Singingi Regency DPRD by elaborating on secondary data and interviews with relevant parties.
The research results show that the Formation of AKD in the Kuantan Singingi DPRD in 2022 illustrates how local political elites play their roles in determining the structure and direction of legislative policies. This process not only involves formal dynamics but also complex informal negotiations. This phenomenon highlights the importance of understanding local political dynamics in the context of decentralization in Indonesia. The influence of external figures and lobby groups illustrates how the formation of AKD is not only an internal legislative domain but also a battleground for broader interests. The interests of political parties in the formation of the AKD of the Kuantan Singingi DPRD in 2022 are very complex and encompass aspects of power, legislation, coordination with the executive, as well as long-term strategies. This process reflects the rich local political dynamics, often colored by lobbying, negotiations, and even internal or inter-party conflicts. The impact of the dynamics of interest in the formation of AKD in the Kuansing DPRD is quite extensive, affecting both internal and external aspects. The internal impact is certainly on the performance of the DPRD, while the external impact is the broad effect of policies influenced by the turmoil in the formation of the AKD. The recommendation in this study is to strengthen internal and political communication within the party environment so that the impact of internal conflicts does not extend beyond the DPRD institution.
