Inadequate infrastructure constraints generally be within reach of public services is too broad geographic area such as Indragiri Hilir, governance and public services are not effective. Various phenomena arise in terms of the distribution of development such as the difficulty of getting access to services, information and education, inadequate electricity, water are not available with good, roads are unfit, ineffective administrative services, education lags behind, control range of public services that far, no accommodation of political representation, while sometimes the region has the potential of natural resources that should be capable of prospering society, as candidates for district Indragiri Selatan. Regional autonomy is an option to accommodate the aspirations of the people Indragiri Selatan, but there are various factors that constrain the formation of the Indragiri selatan district. Thus the purpose of this study was to determine the factors that influence the formation of the Indragiri Selatan district.
This research was conducted in a qualitative descriptive approach with key informants were Secretary Indragiri Hilir Area, Governance Assistant District Secretary Indragiri Hilir, Head of Section Regional Autonomy, Islamic University Academics Indragiri, observers, non-governmental organizations, community leaders. Data were collected by interview and observation.
The research concludes that the process of formation of the South Indragiri administrative districts are affected by several factors, namely; Regent difference recommendation to Parliament Indragiri Hilir on number of autonomous regions, differences recommendations the review team, the differences candidate recommendations Indragiri Selatan, City Indragiri, and removal of the Capital District candidate sites Indragiri Hilir, differences recommendation district names Indragiri Selatan, prospective determination conflicts Indragiri Selatan district capitals and central government moratorium on no expansion until 2025.
