Collaborative Governance Program Pemberdayaan Tenaga Kerja Mandiri Di Kota Pekanbaru

The self-employment empowerment program is an innovation of the Ministry of
Manpower in partnership with Commission IX of the DPR RI, which aims to
expand job opportunities through training and development of rural potential to
improve and empower rural economies throughout Indonesia. This activity is part
of the National Economic Recovery (PEN) program to help people who are
underprivileged, unemployed, and hostile to work relations (PHK). This is an
effort by the government to reduce unemployment in Indonesia, such as in Riau
Province, precisely in Pekanbaru City. Based on field observations, it appears that
the Government does not contribute to the marketing of the products produced,
the lack of field reviews by the government and the private sector after
implementing the program. empowerment of independent workers, lack of
communication between voluntary workers and groups of independent workers
This research aims to determine collaborative governance of the Pekanbaru City
Manpower Office, Pekanbaru Hospitality Institute Training and Course Institute
and the community in the independent workforce empowerment program in
Pekanbaru City and the inhibiting factors from the collaborative governance
program to empower independent workers in Pekanbaru City. The theoretical
concept used by the researcher is the concept of collaborative governance by
Emerson, Nabatchi, and Balogh 2012. The research method used is qualitative
with data collection techniques with interviews, observation, and documentation.
data analysis technique using Linear and Hierarchical Approach. The results of
this study indicate that the collaborative governance program for empowering
independent workers in Pekanbaru City has not run optimally because it has
obstacles, namely the lack of monitoring from the government, the lack of
commitment of each actor in collaborating, and the lack of implementing
capabilities.
