The Garuda Party of Kampar Regency as a new party participating in the 2019 election in Kampar Regency was only able to pass 11 people from its recruitment to become legislative candidates from a quota of 45 seats for the Kampar Regency DPRD. While the Perindo party as a new party was able to pass 45 of its cadres to become candidates for legislative members. This is presumably due to the non-optimal recruitment of new parties. So the purpose of this study is to compare the recruitment process for legislative candidates by the Garuda Party and the Perindo Party in the 2019 general election in Kampar Regency and analyze the factors that influence the recruitment of candidates for legislative members of the Garuda Party in the 2019 general election in Kampar Regency. This research is a descriptive study with a qualitative approach with 5 informants selected using purposive sampling technique. The location of this research was conducted in Kampar Regency. The data collection technique used is through interviews and documentation. The data analysis technique used is an interactive analysis model, namely data collecting, reduction, display and conclusion. The results of the study concluded that based on the observations and analysis of the researchers, there were 1). The comparison of the recruitment of legislative candidates by the Garuda Party and the Perindo Party in the 2019 General Election in Kampar Regency is as follows: a). In the preparatory stage, the Garuda Party of Kampar Regency formed 15 managements of the Garuda Party PAC, while the Perindo Party formed 21 committees of the Perindo Party DPC at the sub-district level. b). At the screening stage (certification), the Garuda Party did not apply for conditions and registration information was disseminated through social media using open recruitment. while the Perindo Party added special requirements, namely not ex-convicts selling drugs, corruption and sexual violence crimes and using the open recruitment type. c). In the Nomination Stage, the Garuda Party formed a winning body for the Garuda Party election, chaired by Hamdan, S.Sos. while the Perindo Party formed a selection committee for candidates for the Perindo Party legislature chaired by Wan Saamsu Nahri. d). At the election stage, the results of the selection of the DPD Perindo Party in Kampar Regency were ratified without any changes by the DPW of the Perindo Party of Riau Province. Meanwhile, the Garuda Party DPC must accept that 20% of its legislative candidates will be evaluated, leaving only 36 candidates for legislative members. 2). Factors influencing the recruitment of candidates for legislative members of the Garuda Party, among others, the party does not have a clear regeneration system, low public enthusiasm, so that the source of political recruitment tends to be oligarchic, and the recruitment pattern still follows the line determined by primordial factors.
