Indonesia is famous for its abundant natural resources and great biodiversity. It is estimated as many as 300,000 species of animals inhabit the ecosystem in the country. This is equivalent to approximately 17% of species. However, Indonesia also has the world's most endangered species. Riau Province as one of the provinces in Indonesia is facing the problems in the protection of endangered species. This is triggered by the process of industrialization and illegal logging activities. The goal of this thesis is: First, to determine the legal arrangements for the protection of endangered species at the international level. Second, to determine type of protection toward endangered species, under the law number 5 of 1994 on the ratification of the UN convention about biodiversity. Third, to determine the role of local governments in preventing the extinction of the Riau endangered species.
The type of research is a sociological study (empirical) which empirical legal research study to find theories about the process and working of the law in society. Descriptive analysis describes the laws which regulate the endangered species and then analyze it by such regulations.
From the research, we can conclude that, first, the protection of endangered species in the world legally International has set soft and hard law include the Stockholm Declaration, the Rio Declaration, CITES, CBD, and the Cartagena Protocol. Second, Indonesia has ratified the international level by law Number 5 of 1994 and also regulated in Law No. 5 of 1990 and its derivatives Regulation No. 7 of 1999, PP No. 8 in 1999 and confirmed by the minister of forestry regulations are increasingly strengthening the protection of endangered species in Indonesia. Third, Riau local governments make a lot of efforts through in-situ and ex-situ in order to reduce the death rate of endangered species and provide insight to society of Riau in particular to reduce the number of conflicts between wildlife and people by utilizing the concept of environmentally sustainable development.
