This research was conducted on staff / staff working in Organization of Regional Device of Meranti Island District. This research is included in quantitative research. The type of data used in this study is primary data, data derived from the next source in data collection techniques, sampling is done by purposive sampling method sampling technique with certain considerations (Sugiyono, 2012: 392) with respondents as many as 160 employees who work in the Organization of Regional Device of Meranti Island District. This data was analyzed by using multiple regression with SPSS Version 20. This study aims to determine the effect of Organizational Commitment, Moral Intensity, Personal Cost to the Intention to conduct internal whistleblowing. The main issues to be explained by the researchers are as follows: To see how much influence between the dependent variable with independent variables. The results of this study indicate that Organizational Commitment has an effect on Intention to conduct internal whistleblowing with value> 2,079> 1,979, Moral Intensity effect on Intention to conduct internal whistleblowing with value> 3,879> 1,979, and Personal Cost effect on Intention to conduct internal whistleblowing with Value> 5,138> 1,979. So the conclusion of this research is all hypothesis presented acceptable.Keywords: Intention to conduct internal whistleblowing, Organizational Commitment, Moral Intensity, Personal Cost
