This study aims to determine the Effects of Performance-Based Budgeting, Monitoring Preventive, Monitoring Detective, and Monitoring Functional on Budgetary Control Effectiveness survey on the Organization of Regional Devices (OPD) district at Bengkalis of Riau province as the research object.The population used in this study was 31 on the Organization of Regional Devices (OPD) district at Bengkalis. Sampling technique using purposive sampling method. The sample of this study amounted to 124 respondents. This research data using primary data directly through questionnaire and analyzed using SPSS 20.Data analysis technique to test hypothesis using multiple regression analysis tool. The results show that performance-based budgeting influence the effectiveness of budgetary control with a significance value of 0.027˂0.05, preventive monitoring influence the effectiveness of budgetary control with a significance value of 0.004˂0.05, detective monitoring influence the effectiveness of budgetary control with significance 0.024
