Efektivitas Program Jaminan Kesehatan Pekanbaru Bertuah Di Kota Pekanbaru

This study aims to analyze the effectiveness of the Jaminan Kesehatan Pekanbaru Bertuah program by understanding the experiences and perceptions of the community as participants in the program in Pekanbaru City. The background of this research stems from the importance of regional health insurance in addressing the needs of population groups not yet covered by the national health insurance program. This research uses a qualitative method with a phenomenological approach. Data were collected through in-depth interviews with beneficiaries, healthcare facility staff, and program managers. The results show that the implementation of this program is still not effective. The main obstacles identified include the lack of comprehensive program socialization and the limitation of membership to individuals within a single family card. These issues create uncertainty and restrictions in accessing services. The study concludes that the program's effectiveness can be improved through better administrative systems, expanded participant coverage via socialization efforts, and enhanced program evaluation mechanisms.
