The persistent violations of public order occurring on the sidewalks of Jalan Jenderal Sudirman in Pekanbaru City particularly by street vendors, illegal parking, and people sitting on the sidewalks until late at night remain unresolved and often overlooked. The Civil Service Police Unit (Satpol PP) of Pekanbaru City, as the law enforcement authority responsible for maintaining public order and community peace, has carried out its duties and functions through patrols and enforcement actions against these violations. However, duties and functions alone are not sufficient for Satpol PP to effectively maintain public order; a broader role is required to achieve public order on the sidewalks of Jalan Jenderal Sudirman. This study aims to analyze the role of the Civil Service Police Unit in maintaining public order on these sidewalks. Additionally, the research seeks to identify the factors that hinder Satpol PP in carrying out this role. The study applies Jim Ife and Tesoriero’s role theory, which includes four indicators: facilitative, educational, representative, and technical roles. This research uses a qualitative phenomenological method with data collected through observation, documentation, and interviews. Based on the theoretical indicators used in this study, it can be concluded that while the role of Satpol PP in Pekanbaru has been implemented, it has not been carried out optimally. Several obstacles remain, such as limited operational facilities, human resources, budget constraints, and a lack of public awareness. Therefore, the author suggests that Satpol PP of Pekanbaru City should enhance its role by increasing the consistency of regulation dissemination, providing public education, and issuing warnings, so that the community understands the rules and does not continue to violate public order on the sidewalks of Jalan Jenderal Sudirman in Pekanbaru City.
