Pengawasan Dinas Perhubungan Provinsi Riau Terhadap Travel Ilegal (Studi Kasus Di Kota Pekanbaru)
Illegal travel is one of the growing transportation problems in Pekanbaru City, Riau Province. Illegal travel is a passenger transportation service that operates without an official permit from the relevant agency, so it does not meet safety standards and applicable legal provisions.This study aims to determine how supervision is carried out by the Riau Province Transportation Agency in handling illegal travel activities and the obstacles faced in its implementation. The research method used is a qualitative approach with data collection techniques through interviews, observation, and documentation. The analysis was carried out using the theory of supervision from Yohanes Yahya (2006), which includes five indicators, namely setting standards for implementation (planning), determining measurement of activity implementation, measuring activity implementation, comparing implementation with standards and analyzing deviations, and taking corrective action if necessary. The results showed that the supervision carried out was still not optimal, especially in terms of conducting routine raids and strict action against illegal travelers. As a result, illegal travel activities are still rampant and difficult to control, potentially endangering passenger safety and disrupting legal public transportation order. The main obstacles in supervision include budget constraints, lack of number and capacity of human resources, weak regulations that limit enforcement authority, and low public awareness in choosing legal transportation. This study recommends the need for increased routine and comprehensive supervision, simplification of the licensing system for small business actors, and continuous education to the public in order to create public transportation that is safe, orderly, and in accordance with applicable legal provisions.
