Green Open Space (RTH) is something that is very necessary in order to maintain the quality of the living environment of an area, especially in urban areas such as in Pekanbaru City which has various problems related to space problems that are so complex. The objectives of this research are: 1) To find out the role carried out by the Department of Environment and Hygiene, especially in increasing green open space, 2) To find out the government's constraining factors in increasing green open space. This study uses the theory according to Musa (2017) that the role of government consists of: Government as Regulator, Government as Dynamizer, Government as Facilitator. This research uses Qualitative Research Methods. Data collection methods were carried out by observation, interviews and documentation. The results of the study can be concluded that the role of the Department of Environment and Hygiene as a regulator, dynamizer and facilitator has been implemented but still needs to be improved. The obstacle factors are: Land limitation where this is due to the lack of land ownership by the government which is mostly controlled by the community. The existence of illegal destruction and logging, and limited budget costs that hinder the implementation of programs and increase green open space.
