Implementasi Peraturan Daerah No. 9 Tahun 2015 Tentang Penyelenggaraan Perlindungan Anak Di Kabupaten Siak

Child protection is a crucial aspect of regional development. Siak Regency has enacted Regional Regulation No. 9 of 2015 concerning the Implementation of Child Protection, which regulates various aspects of child protection, including protection from sexual violence. This study aims to analyze the implementation of the regulation, specifically in handling cases of sexual violence against minors. This research employs a qualitative method with a phenomenological approach. Data were collected through interviews, observations, and document studies. The results show that the implementation of Regional Regulation No. 9 of 2015 in Siak Regency has been relatively optimal, but not yet maximized. The Regional Technical Implementation Unit for the Protection of Women and Children (UPT PPA) of Siak Regency has established measurable achievement indicators and sound policy objectives. However, several obstacles remain in its implementation, such as limited resources and a lack of public awareness regarding sexual violence. Based on the research findings, it is recommended that the local government increase resource support for UPT PPA, raise public awareness of sexual violence, strengthen law enforcement, enhance coordination among relevant agencies, and conduct regular monitoring and evaluation of the implementation of Regional Regulation No. 9 of 2015.
