This research is motivated by the importance of the packaging industry development program in supporting the competitiveness of small and medium food industries in Pekanbaru City. This study aims to determine and analyze the packaging industry development program in Pekanbaru City and to determine the inhibiting factors. This study uses the community development theory of Jim Ife and Tesoriero which is seen from the aspects of the role of facilitating, educating, representing, and technical. This study uses a descriptive qualitative method. The results of this study indicate that the packaging industry development program by the UPT Sentra IKM Pangan is not optimal because the lack of information regarding the addition of workers and limited funds for further training are obstacles to developing the packaging industry. Therefore, it is necessary to strengthen institutional capacity and increase cross-sector collaboration to support the success of the packaging industry development program in Pekanbaru City.
