Public service is one of the roles of the government in improving the welfare of the community, including the provision of road infrastructure. However, the condition of road accessibility in Pekanbaru City still faces various challenges, especially damage that occurs in many locations, thus affecting population mobility. The PUPR Office of Pekanbaru City continues to strive to improve road accessibility. The purpose of this study is to analyze the effectiveness of the performance of the PUPR Office of Pekanbaru City in improving road accessibility and identifying existing obstacles. This research applies Steers' theory which consists of four indicators: Organizational Characteristics, Environmental Characteristics, Worker Characteristics, and Management Practices. The methodology used in this research is qualitative with a case study approach. Data collection was conducted through observation, interviews, and documentation. The research findings show that the performance of the PUPR Office of Pekanbaru City has not been optimal due to environmental and drainage constraints, lack of public awareness, and lack of coordination with related parties.
