Evaluasi Pelaksanaankebijakan Standar Pelayanan Minimalangkutanmassal Berbasis Jalan Padatrans Metro Pekanbaru
At this time Trans Metro Pekanbaru has problems with the limited number of bus units, unstable waiting times and stops that do not meet the Minimum Service Standards for road-based mass transportation. The main objective of this research is to evaluate and analyze the inhibiting factors of the implementation of the Minimum Service Standards Policy on Trans Metro Pekanbaru. This research uses William N. Dunn's policy evaluation theory which uses 6 indicators, namely effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The method used in this research is descriptive qualitative research method. The results showed that the implementation of the Minimum Service Standards policy for Road- Based Mass Transportation on Trans Metro Pekanbaru has not fully met the criteria set by William N.Dunn. Aspects of effectiveness, adequacy, responsiveness, and accuracy still need to be improved, while efficiency and equity have been achieved through an optimal subsidy system and inclusive facilities for people with disabilities. Limited budgets and human resource provision are inhibiting factors in the implementation of the Minimum Service Standards policy. Therefore, it is necessary to improve the evaluation system and HR training, as well as a larger budget allocation and more effective supervision of facilities to create a more efficient and comfortable public transportation system for the people of Pekanbaru.
