This study was conducted with the aim of understanding and revealing the problems that arise in the implementation of the duties and authorities of the Governor of Riau as a representative of the central government in the region, and to formulate solutions so that the implementation of these duties and authorities can run optimally. For further analysis, the theory of George C. Edward III was used which identified four key factors for the success of policy implementation, namely resources, communication, disposition, and bureaucratic structure.
The approach used in this study is qualitative with a descriptive research type. Data were collected through interviews, documentation, and literature studies. The main location of the study was in the Riau Provincial Government environment, while the Riau Regional Office of the Ministry of Law and Human Rights and the Legal Section of the Kuantan Singingi Regency Regional Secretariat were supporting locations.
The results of the study indicate that the implementation of the duties and authorities of the Governor of Riau as a representative of the central government covers five areas, namely governance, law and organization, finance, planning, and supervision. In its implementation, each area has its own challenges. The most prominent obstacles lie in resource factors, such as limited budget and low capacity of implementers; dispositions that reflect the government's weak commitment; and obstacles in the bureaucracy. Meanwhile, the communication aspect is considered to have run well without experiencing significant obstacles.
