In this 21st century education, students are expected to have the skills to think critically, solve problems, and have high learning motivation. In the context of chemistry learning, especially with the topics of atomic structure and the periodic table of elements, these skills are very important because the abstract basic concepts of chemistry tend to cause problems during learning. As a result, students find it difficult to understand the content in depth and are less able to relate concepts to everyday life.
The development of e-modules based on Problem Based Learning on the material of atomic structure and periodic system of elements needs to be done because problems were found, namely that learning in schools has not optimally developed critical thinking skills, so that students' critical thinking skills are relatively low, learning is still centered on teachers, lack of student motivation in chemistry learning, lack of development of teaching materials that can train students' critical thinking skills and the use of technology and communication by educators and students in learning is still not optimal.
This study uses the Research and Development (R&D) development method with the ADDIE model consisting of five steps, namely Analyze, Design, Development, Implementation, and Evaluation. The preparation of e-module materials based on Problem Based Learning online uses the Canva application and the Heyzine Flipbooks application to make e-modules. The data analysis technique in this study is to use validation sheets, question instruments, teacher and student response questionnaire sheets and learning motivation questionnaire sheets. The population in this study were students of class X of SMAN 9 Mandau. The validation sheet assessment was carried out by 6 expert lecturers, namely 3 material experts and 3 media experts. One-on-one trials were carried out on 3 students who had different abilities, namely 1 student who had high abilities, 1 student who had medium abilities and 1 student who had low abilities. A large-scale trial was conducted in class X-2 as an experimental class with 36 students and X-4 as a control class with 36 students.
The results showed that the e-module based on Problem Based Learning developed to improve critical thinking skills and learning motivation of students on the material of atomic structure and periodic system of elements received a percentage of validation from material experts of 92% with a very valid category. The aspects assessed by material experts were the appropriateness of the content, language, graphics and presentation. Meanwhile, the media expert gave a percentage of assessment of 92% with a very valid category. The aspects assessed were the components of content, design, appearance, and usefulness. Validation of the critical thinking ability question instrument received a percentage of 91% from material experts with a very valid category. The results of the one-on-one trial analysis obtained comments from students which were used as revisions to the e-

module. The results of the user response questionnaire analysis, namely teachers and students, obtained a presentation of 90% and 91% with a very good category.
The implementation of e-modules based on Problem Based Learning developed on the material of atomic structure and periodic system of elements is declared effective in improving students' critical thinking skills based on the t-test with a sig value (2-Tailed)
