ABSTRACT
This study examines the implementation of mental health servicesat Sail Health Center (Puskesmas Sail), located in Sail Subdistrict, Pekanbaru City, based on Government Regulation Number 28 of 2024 as theimplementing regulation of Law Number 17 of 2023 concerning Health. Mental Health is an essential component of human rights that must be guaranteed by the state, including through primary healthcare facilities such as public health centers (puskesmas). This research aims to assess the extent to which mental health service implementation at Puskesmas sail aligns with applicable regulations, as well as to identify supporting and inhibiting factors and the efforts undertaken to improve service delivery.
This study employs a sociological legal research method with data collection techniques comprising interviews, questionnaires, and documentation, the findings indicate that the implementation of mental health services at Puskesmas sail remains suboptimal, particularly in the promotive and preventive aspects,which have not been comprehensively carried out. Major obstacles include limited human resources specializing in mental health, inadequate infrastructure and facilities, and low community participation due to insufficient information and education regarding mental health. Nevertheless, curative and rehabilitative efforts have been undertaken through referral systems and individual counseling. Yhe study recommends enhanced training for mental health personnel, provision of adequate facilities, and the optimization of public education as integral components of a holistic and sustainable mental health service system.
