Strategi Dinas Koperasi Dan Ukm Kota Pekanbaru Dalam Pengembangan Usaha Mikro Kecil Menengah

The Pekanbaru City Cooperatives and UKM has responsibility for developing Micro, Small and Medium Enterprises (UMKM) in Pekanbaru City. There have been several activities that have been promoted but UMKM problems are still found. Therefore, the aim of this research is to describe and analyze the strategies carried out by the Pekanbaru City Cooperatives and UKM Department in developing UMKM from looking for problems, making policies and efforts that have been implemented, as well as inhibiting factors in developing UMKM. This research uses Richard Rumelt's 2011 theory regarding a good development strategy containing three elements, namely problem diagnosis, guiding policies, and coherent action. This research uses a qualitative research method with a descriptive case study approach. The results of the research show that the strategy carried out by the Pekanbaru City Cooperatives and UKM Department in developing UMKM is not working well. This can be seen from three indicators, namely situation diagnosis, guiding policies, and coherent actions. Not all of them are going well, namely from diagnosing situations that are not appropriate, making guidance policies that are not appropriate, but coherent actions taken by the Department are already running, as well as factors The obstacles to the development of UMKM are that the Department is not appropriate in creating activities for UMKM actors, and UMKM actors who do not want to be data
