Failure in the socialization process can form a bad personality in children which results in law-breaking behavior. In this case, the Pekanbaru City Class II Special Child Development Institution is an institution that accommodates foster children in serving their criminal sentences according to court decisions and provides socialization in accordance with the values and norms prevailing in society. The purpose of this study is to determine the forms of personality socialization and independence socialization activities carried out by foster children and to determine the obstacles in the socialization process. The research studied used a descriptive research method with the research subjects being officers of the Pekanbaru City Class II Special Child Development Institution who were assigned to the personality and independence development subsection using census techniques. Data collection techniques are observation, in-depth interviews, documentation. Data analysis techniques are data reduction, data presentation, drawing conclusions. Based on the results of the study, foster children carried out secondary socialization consisting of personality socialization and independence socialization, in the process of socialization, internal and external obstacles were found
