Analisis Pengendalian Risiko Dalam Implementasi Sistem K3 Pada Proyek Pembangunan Gedung Baru Rumah Sakit Awal Bros Panam
ABSTRACT
The construction sector is one of the industries with the highest risk of occupational
accidents. The complexity of tasks, the use of heavy equipment, and dynamic work
environments make the implementation of Occupational Health and Safety (OHS)
systems essential. This study aims to analyze risk control within the implementation
of OHS systems and evaluate its compliance with the Regulation of the Minister of
Public Works and Housing (Permen PUPR) No. 10 of 2021 in the construction of
the New Building of Awal Bros Panam Hospital.This research uses a quantitative
descriptive method. Data were collected through field observations, interviews, and
questionnaires distributed to 50 respondents consisting of active construction
workers across various project divisions. Risk analysis was conducted using a 5×5
risk matrix approach, with likelihood and severity parameters used to determine
risk categories. Additionally, validity and reliability tests were carried out on the
questionnaire to ensure data quality.The results show that out of 12 identified risks,
33.33% fall into the low-risk category, 41.66% into medium risk, and 25% into high
risk. The highest risks were found in electrical work and working at heights.
Validity testing confirmed that all questionnaire items were valid, and the reliability
test produced a Cronbach9s Alpha value of 0.850, indicating high internal
consistency. Risk control measures on the project were still mostly limited to
administrative controls and the use of Personal Protective Equipment (PPE), while
higher-level controls such as elimination and engineering controls had not been
widely implemented.It can be concluded that risk control implementation on this
project has not yet fully aligned with the hierarchy of risk control or the provisions
outlined in Permen PUPR No. 10 of 2021. Improvements in supervision, safety
training, and the application of more effective control strategies are needed to
create a safe work environment and achieve zero accidents.
