Implementasi Sistem Penilaian Dalam Kurikulum 2013 Di Sma Negeri 2 Pekanbaru
The implementation assessment system of curriculum 2013 in Senior High School 2 Pekanbaru is still having some troubles in its implementation, which founded that there are teachers and students whom have not understand about the assessment standards because of the complex and plentiful assessment aspects, also the school has not set the SOP (Standard Operating Procedure) of curriculum 2013 yet, then there still founded the limited communication between the government and school about the assessment scales and the lack of attentions from the parents regarding the learning and assessment of curriculum 2013 process. The purpose of this research is to analyze the implementation assessment system of the curriculum 2013 in Senior High School 2 Pekanbaru and factors that influence the implementation assessment system of curriculum 2013.
This research is using the Van Meter and Van Horn theories which stated that the successful of policy implementation is a standard and policy objectives, resources, characteristic of the implementing organization, the communication between organization, the implementing policies attitude, social environment, economic and political. The method used is descriptive qualitative. The data collection technique is through the observation, interview, and documentation, and the analysis technique is using the interactive model from Miles and Huberman.
The results showed that implementation assessment system of curriculum 2013 in SMA Negeri 2 Pekanbaru has not been done optimally due in terms of both unprepared teachers and students, then in term of resources are not entirely optimal as shows from the minimum competency that teachers have, afterwards, it founded the inconsistency in the regulations that have been made in the assessment system of curriculum 2013 by the central government views on the scale of assessment report and the limited knowledge of parents which affect in this implementation assessment system. There are several factors that influence the implementation assessment system of curriculum 2013 in SMA 2 Pekanbaru which can not be implemented optimally, namely the limited of teachers ability in mastering the technology because of the teachers are already an advanced age, the insufficient of school facilities and infrastructure for instance the library don’t have the completed books collection and still having slow internet connection, and the lack of attentions from the parents because limited of knowledge in implementing this assessment system.
