The use of lakes for freshwater cultivation needs to be adjusted to the carrying capacity and carrying capacity to maintain the balance of the aquatic environment. One of the problems that occurs in Lake Maninjau is the decline in water quality caused by an increase in the number of KJA plots. In an effort to preserve the Lake Maninjau area, the Regional Government has stipulated Agam Regency Regional Regulation Number 5 of 2014. The aim of this research is to describe and analyze the factors that hinder law enforcement of Agam Regency Regional Regulation Number 5 of 2014 oncerning Sustainability Management of the Maninjau Lake Area. The theoretical concept used is Law Enforcement according to Soerjono Soekanto and Aminuddin where the aim is to ensure successful law enforcement so that society can prosper and achieve community welfare. This research uses qualitative research with a phenomenological approach. In collecting data, researchers used interview, observation and documentation techniques. By using purposive sampling techniques as a source of information and data analysis. The results of this research indicate that the process of law enforcement of Agam Regency Regional Regulation Number 5 of 2014 concerning conservation management of the Lake Maninjau area has not gone well, as evidenced by the discovery of many floating net cages (KJA) in Lake Maninjau. KJA is increasing due to illegal investments that provide capital to residents to be able to establish KJA, and there is no zoning for Lake Maninjau issued by the provincial government. Meanwhile, in Agam Regency Regional Regulation Number 5 of 2014 Concerning Management of Conservation of the Lake Maninjau Area, Article 7 states that Carrying capacity and capacity for KJA in the lake area refers to the ability of Lake Maninjau waters to digest organic waste from fisheries activities which is equivalent to 1,500 units and/or 6,000 plots of size 5x5 square meters per cage plot.
