Collaborative governance dalam penanganan orang dengan gangguan jiwa (odgj) terlantar di kota pekanbaru

The handling of neglected people with mental disorders (ODGJ) in the city of Pekanbaru is a social challenge that requires cross-sector cooperation. There are still many cases of acute psychotic vagrants roaming the streets, limited post- recovery shelter facilities, and a high number of patients who cannot be reunified, causing an overload at the Tampan Mental Hospital. This study aims to analyze the collaboration process between agencies in the effort to handle neglected people with mental disorders (ODGJ) by highlighting the forms of cooperation, the roles of each party, and the obstacles that arise in efforts to handle neglected ODGJ, using Ansell and Gash's Collaborative Governance theory as seen from Face to Face Dialogue, Trust Building, Commitment to Process, Shared Understanding, and Intermediate Outcome. This study uses a descriptive qualitative method. The results show that collaboration between Tampan Mental Hospital, the Riau Provincial Social Service and the Pekanbaru City Social Service, the Productive Human Life Shelter, and the Riau Provincial Zakat Agency (BAZNAS) has been established but is not yet running optimally, as there are still many neglected ODGJ wandering around the city of Pekanbaru. The main obstacles are limited facilities and capacity, lack of public knowledge, negative stigma from the community and families, and limited human resources. The recommendations from this study are to accelerate the development of capacity for female patients at the Bina Laras Technical Implementation Unit, increase and distribute mental health workers evenly, strengthen the outreach and data collection system for people with mental disorders in a sustainable manner, and strengthen mental health education and literacy in the community.
