This study examines the issues of success, challenges, and alternative improvements of the Fertilizer Assistance Program aimed at increasing production for oil palm farmers in Pangkalan Kuras District, Pelalawan Regency. The purpose of this research is to evaluate, analyze, and identify the obstacles in its implementation as well as possible alternatives for improvement. The study is based on Reider Dale’s program evaluation theory, which includes relevance, effectiveness, impact, efficiency, sustainability, and replicability.
The research employs a qualitative method with a phenomenological approach, involving observation, interviews, and documentation with stakeholders such as the Head of the Pelalawan Regency Plantation Office, the Government Internal Supervisory Apparatus (APIP), the Pangkalan Kuras Sub-District Head, Sub-District Facilitators, Village Heads, Farmer Groups, and the community involved. The study emphasizes the importance of increasing the quantity of fertilizer in proportion to the plantation area, adding sufficient human resources, and improving the dissemination of information and socialization.
The findings reveal that the Fertilizer Assistance Program for oil palm farmers in Pangkalan Kuras District, Pelalawan Regency represents a strategic local government intervention in addressing the main challenge faced by independent farmers, namely the difficulty of purchasing fertilizer due to subsidy removal. The program not only helps reduce production costs but also strengthens the relationship between the government and farming communities, motivates farmers to better manage their plantations, and serves as a stimulus to maintain the sustainability of oil palm productivity despite various limitations. Through this program, farmers’ trust in local government has been restored as they directly experience the benefits of policies designed to support small and vulnerable groups.
The study recommends that the local government strengthen the governance of the fertilizer assistance program by emphasizing transparency, accountability, and more accurate data collection through the use of technology. Furthermore, the program’s benefits should be expanded by gradually increasing the volume of fertilizer assistance and broadening the scope of recipients, thereby creating a more significant impact on the productivity of oil palm farmers.
