ABSTRACT
Coconut is one of the leading commodities in the plantation subsector, which is included in the movement to increase production and add value to various derivative products. If the development of the coconut derivative product industry is utilized and managed properly, it will support regional development and become a leading contributor to national development. A phenomenon encountered today is that the community has not been directly impacted by developments in the coconut market, both raw and finished products. This triggers a conflict between the national development mission and community welfare. This study will examine the development of added value using value chain theory to understand the development of the coconut derivative product industry, both in terms of efforts and obstacles encountered in the field. The phenomena that occur cannot be measured solely based on biased views but must be examined from a technical perspective to clearly understand the root causes of the problems that occur from the most basic roots. This study uses a qualitative descriptive method with strategic interviews and observations conducted by the researcher with several relevant parties. The results found that this sector still faces various significant challenges, particularly from the side of suboptimal government support. The lack of support and policy strategies that support small businesses has left the vast potential of coconut derivative products untapped. Furthermore, the limited human resources with the knowledge and skills to manage and develop coconut derivative products poses a challenge. Therefore, the government and stakeholders need to work together to maximize the potential of coconut, thereby improving public welfare and becoming a leading contributor to national development.
