Nowdays, there are too many people who still do not understand the importance of permission to erect a building. In addition, people still have the problem of how to obtain permission to erect a building as well as the provisions that restrict or regulate the erection of a building in a region. Therefore, the need sosislisasi and supervision to see how the implementation has been done in the field as to construct the building in accordance with the justified true.
This research was conducted in the district in Siak and perform data collection methods using observation and in-depth interviews to research informants. Once the data is collected and then drawn conclusions based on the laws of inference and analyzed using qualitative descriptive analysis. The purpose of this study is to see how the implementation of process control by the Department of Human Settlements and Spatial Planning and to know which are the factors that affect. To analyze this problem Syafri the author uses the theory of supervision based on indicators of Expectation, Allocation, Performance Monitoring, Correction Action.
After doing research, it is known that the implementation of the monitoring conducted by the Department of Human Settlements and Spatial Planning is not maximized. And the factors that affect the implementation of the supervision of the building permit by the Department of Human Settlements and Spatial Planning is the human factor, or budgetary funds, as well as facilities and infrastructure factors.
