Optimalisasi Layanan It Melalui Implementasi Cobit 2019 Dinas Sosial, Pemberdayaan Perempuan, Perlindungan Anak, Pengendalian Penduduk Dan Kb (P3ap2kb) Kabupaten Kepulauan Meranti
The advancement of information technology (IT) encourages government institutions to continuously improve the quality of public services. The Social Service Office (P3AP2KB) of Kepulauan Meranti Regency has utilized the SIKS-NG application to manage social welfare data. However, several challenges remain, such as a lack of qualified IT personnel, unstable internet connectivity, and inadequate documentation of operational processes. This study aims to evaluate the current state of IT services and assess the implementation of the COBIT 2019 framework, focusing on two key processes: APO07 (Managed Human Resources) and DSS01 (Managed Operations). A quantitative approach was used, involving observation, interviews, and questionnaires. The results show that APO07 is at capability level 3 and DSS01 is at level 2, while both are expected to reach level 4. This indicates significant gaps that need to be addressed. The study recommends defining clear IT roles and responsibilities, providing staff training, and standardizing operational documentation. These improvements are expected to help the institution enhance IT governance and deliver more efficient and reliable services to the public.
