This study aims to analyze the role of Village-Owned Enterprises (BUMDes) in
increasing the acceleration of the rural economy in Ukui District, Pelalawan
Regency, Riau Province. Rural economic development is an important part of
national development, but still faces challenges such as poverty, limited capital and
the gap between villages and cities. The government initiated BUMDes as one of the
solutions in increasing village economic independence by utilizing local potential.
Based on BPS data in 2023, the high level of poverty and economic disparity in
rural areas was around 46.18%. families in Ukui District are classified as
underprivileged , indicating the need for an effective local economic development
strategy. One solution initiated by the government is through the establishment and
strengthening of BUMDes.
This study uses a mixed methods approach with a sample size of 92
respondents. Data were collected through questionnaires and interviews with
BUMDes administrators, village heads and BUMDes beneficiary communities in
Ukui District. This study uses descriptive statistical analysis and tests the relationship
between the role of BUMDes and the acceleration of the rural economy, by
considering indicators such as community welfare, economic disparities, income
distribution and MSME growth.
The results of the study show that the role of BUMDes in Ukui District has been
quite significant in several aspects, such as job creation, increasing community
income, and encouraging the growth of MSMEs and the digital economy. However,
there are still challenges in terms of governance, limited access to capital and low
capacity of human resources for management. Community involvement is also still
passive in several villages which hinders the optimal success of BUMDes. The
success of BUMDes is largely determined by factors such as good leadership,
transparency, accountability, community participation, and infrastructure and policy
support from the local government. In several villages, the existence of BUMDes has
been able to increase Village Original Income (PADes) and strengthen local
economic institutions, which has direct implications for accelerating the village
economy. BUMDes that are able to manage local potential appropriately show a real
contribution to economic development.
