Kebijakan PBB dalam menyelesaikan Konflik Etnis di Republik Demokratik Kongo (1999-2007)
This study investigated UN’s policy to end up ethnic conflict in
Democratic Republic of Congo that had been taken place since 1999 until 2007.
This conflict had been going on for many years and dangerously raised threat to
international security especially for its neighboring countries. This, in fact, urged
the UN to get involved and finally bring the conflict into an end.
This study examined the theory of intervention of Charles R. Beitz who
proposed three requirements for intervention against a country as well as country
group (IGO) level analisys were also used in this study. In international
relationship, there are two kinds of intervention. The kinds of intervention are
positive interventions and negative interventions. Furthermore, this study
employed descriptive analysis method and gathered all relevant information
through library and server secondary source.
There are many kinds of conflict in the world. That conflicts are internal
conflict or ethnic conflict, external conflict, horizontal conflict, vertical conflict,
and also horizontal and vertical conflict. United Nations (UN) is so firm to
actively participate to resolve any conflict throughout the world. Intervention was
often made through mediation by inviting neighboring countries to take part and
sending the peacekeepers of the MONUC organization to finish ethnic conflict in
Democratic Republic of Congo and help civil society who have been severely
suffered. In dealing with this conflict, UN refers to Lusaka Agreement as its legal
basis. Thus, this study profoundly discussed and analyzed the ratified Lusaka
Agreement, Resolution 1258 and Resolution 1291.
