Pengaruh Kerja Sama Qatar Foundation Dengan Institusi Pendidikan Tinggi Asing Di Education City-Qatar (2001-2011)
This paper aims to analyze the influence of international cooperation among Qatar Foundation with several foreign higher education institutions in “Education City”, on the time frame from 2001 to 2011. However, when Qatar transformed from a state energy-based economy towards a knowledge-based economy, the investment in education and research is very important. With abundant natural resources, Qatar moves into an important economic power in the region and the world, but rapid economic growth has been accompanied by lack of skilled labor from the Qataris citizen. Qatar requires many experts to be placed in professional sectors such as experts in engineering, communications, technology, medicine and others. One of the most ambitious non-governmental organization in Qatar—Qatar Foundation—support the government programs in education sector with developing “Education City”, Education City is located on the outskirts of Doha city with an area of approximately 2,400 acres. In “Education City”, there are six international branch campuses from the U.S, local college and various related education institutions.
This study applies pluralism perspective. Pluralism focuses on individuals or humanity as a whole as key actors in global politics rather than states as a whole as key actors in global politics. Theory of international cooperation between non-state actors is designed to analyze the activities of Qatar Foundation as a NGO. This study applies qualitative research method with library research.
The result of this research founds that international cooperation in “Education City” gives the good quality in all aspect of education, promoting educational reform in higher education and the influences beyond the education issue, i.e. political interest, social life, as well as the influence in labor force.
