Government performances is an overview of the level of achievement of the implementation of an activity / program / policy of the local government in realizing the goals , objectives , mission and vision of the area described in the document of regional planning .Government performances can be affected by budgeting participation, internal control, and financial managerial roles. This research was conducted in work units of Pekanbaru City. Primary data were collected using a survey of a civil servant in 32 work units Pekanbaru City government consisting of 96 people head on a financial public, employment head section, and sub-section. The sampling technique used purposive sampling, analysis of the data in this study using multiple linear regression analysis by using spss version 17.0. The test results showed that the effect of participation in budgeting and financial management roles affect the government performances in Pekanbaru City, whereas internal control of the performance government does not affect on government performances in Pekanbaru City. The magnitude of the effect of the effect of participation in budgeting, internal control of the performance government and financial management managerial roles towards on government performances in Pekanbaru City is 41,0%.
