Analisis Efektivitas Dan Efisiensi Pelayanan Pelabuhan Di Kabupaten Kepulauan Meranti
ABSTRACT
The objectives of this study are: 1) to analyze the level of effectiveness and efficiency of services at Tanjung Harapan Port, Selatpanjang, Kepulauan Meranti Regency, and 2) to provide priority recommendations for improving services at Tanjung Harapan Port, Selatpanjang, Kepulauan Meranti Regency. The population in this study consists of port service users at Tanjung Harapan Port in 2023, totaling 262,746 people.Sampling for the Likert Scale analysis was conducted using a random sampling method, ensuring that every individual in the population had an equal chance of being selected as a sample. Meanwhile, sampling for the Analytical Hierarchy Process (AHP) method used purposive sampling, where respondents were intentionally selected based on specific criteria relevant to the research objectives. Therefore, the selected sample includes key persons, namely the Head of PT. Pelindo Selatpanjang, the Head of KSOP Class IV Selatpanjang, business actors or entrepreneurs, and government employees.This study employs a qualitative research method. The Likert Scale results indicate that the effectiveness of port services reached an index of 70,51%, which falls into the "good" category. While results indicate that the efficiency of port services reached an index of 78,65%, which falls into the "good" category Using the Analytical Hierarchy Process (AHP) method, the research findings show that the highest-priority criterion is the facility factor, accounting for 54.0%, followed by the cost factor at 27.7%, and the route factor at 18.3%. The ranking results for sub-criteria are as follows: 1) Passenger Terminal (29.5%), 2) Ticket Counter (14.6%), 3) Ticket Cost (12.7%), 4) Sailing Time (10.9%), 5) Parking Area (9.8%), 6) Ship Cargo Capacity (9.0%), 7) Sailing Frequency (7.7%), and 8) Handling Costs (5.5%). These rankings serve as priority recommendations for improving the efficiency and effectiveness of services at Tanjung Harapan Port.
