This research aims to analyze the digitalization of administrative
information service systems for Early Childhood Education (PAUD) in Rokan Hilir
Regency. This research employs a qualitative exploratory approach conducted at
the Department of Education and Culture of Rokan Hilir Regency. Data were
collected through documentation, observation, and in-depth interviews with
relevant informants. Data analysis referred to six main components: hardware,
software, procedures, human resources, databases, and data networks and
communities.
The research findings show that the digitalization of the PAUD
administrative system in Rokan Hilir Regency still faces various obstacles. The
availability of hardware and software exists in several schools but remains
unevenly distributed. Digitalization procedures have been established and
disseminated, but their implementation is inconsistent due to limited understanding
and heavy workloads. Human resource competence needs improvement, as some
schools lack operators capable of managing digital systems. Database management
has started to run digitally but is not yet fully optimized due to infrastructure and
human resource limitations. Internet access and participation in data communities
are also uneven, particularly in coastal and remote areas. Therefore, improving
infrastructure, providing human resource training, and developing data
communities are crucial to ensure the effective and equitable implementation of
PAUD administrative digitalization in Rokan Hilir Regency.
