This research is motivated by the existence of uncontrolled fishing and practices
that damage the marine environment, threatening the sustainability of fisheries
resources, resulting in decreased fish stocks, and economic uncertainty for
fishermen. The government then introduced a Measured Fishing Policy as one of
its priority programs. The policy is expected to represent an important milestone
in Indonesia's efforts to manage marine fisheries sustainably.
The purpose of this study is to determine the readiness of the implementation of
the regulation, especially in fisheries areas in Riau Province. The policy concept
transforms fisheries management, which has been entirely input control-based,
into output control-based management. With the output control mechanism,
fishing quotas are set so that fishing vessels that obtain permits can no longer
catch as much as possible which has the potential to exceed the carrying capacity
of fish resources. Another very important thing from the implementation of this
new system is that fishing vessels that are granted permits must land fish at
designated fishing ports.
The results showed that the Dumai City government is generally capable of
implementing the Measured Fishing Policy effectively. Research assessing the
internal conditions and readiness at the study location shows positive results due
to an understanding of regulations, the presence of supporting programs, ongoing
socialization efforts, and supervision. However, several challenges remain,
including limited infrastructure, socio-cultural barriers, and public attitudes that
are not yet fully receptive to change.
