Pengawasan Ketertiban Lalu Lintas (Studi Kasus Tentang Kemacetan Di Jalan Hr. Soebrantas Kota Pekanbaru)
Traffic order supervision (case study of traffic congestion on Jalan Hr. Soebrantas, Pekanbaru City) is a process of monitoring activities to ensure smoothness, order, and traffic safety, both for public and private vehicles. However, the reality in the field shows a discrepancy between written policies and implementation in the field. The purpose of this study was to determine the supervision and factors that influence traffic order supervision (case study of traffic congestion on Jalan Hr. Soebrantas, Pekanbaru City). The method used is qualitative research with a descriptive case study approach, with data collection techniques of observation, interviews, and documentation related to the research objectives. This study refers to the supervision theory of T. Hani Handoko in M. Tri Prayoga (2018). The results of the study show that the supervision carried out by the Pekanbaru City Transportation Agency in the field of Traffic Engineering Management regarding supervision is not optimal because there are a number of fundamental problems that hinder supervision, including the limited number of supervisory personnel in the field, the absence of standard operating procedures (SOPs) that specifically regulate the mechanism for supervision of congestion, and the weakness of the reporting system which is carried out without a clear structure and systematics. This study found that there are three factors that hinder supervision, namely: 1) Lack of human resources in the road traffic supervision section, 2) Lack of coordination between the Pekanbaru City Transportation Agency, the Civil Service Police Unit and the Police, 3) Lack of public awareness of traffic.
