Penerapan Smart Government Pada Dinas Lingkungan Hidup Dan Kebersihan Kota Pekanbaru
The Pekanbaru City Government is striving to create a Smart City by issuing Pekanbaru Mayor Regulation No. 56 of 2019 concerning the Pekanbaru City Smart City Master Plan, which outlines the six pillars of the smart city, namely: smart government, smart people, smart economy, smart environment, smart mobility, and smart living. This study discusses the implementation of one of the pillars of the smart city, namely smart government, which is applied at the Pekanbaru City Environment and Cleanliness Office using Cohen's (2014) smart government theory. The research method used in this study is descriptive qualitative, with data collection techniques including documentation, interviews, and observations, which are analyzed using data collection techniques, data reduction, data presentation, and data verification. The findings of this study indicate that the DLHK Kota Pekanbaru has realized the concept of smart government, as evidenced by the implementation of several online service programs, such as: Amdalnet for environmental permits; Srikandi for general administration; and E-retribusi for cashless payment of waste retribution. The challenges identified include system-related issues, insufficient computer capacity, public resistance to the e-retribution program, and limited dissemination of information regarding DLHK Kota Pekanbaru’s online services. The suggested recommendations are: the need to improve computer capacity; implementing consistent and inclusive public outreach, and providing incentives to encourage community participation in the e-retribution initiative.
