Implementasi Kebijakan Aplikasi Sistem Informasi Kearsipan Dinamis Terintegrasi (Srikandi) Dalam Pengelolaan Arsip Pada Kantor Camat Rengat Barat Kabupaten Indragiri Hulu Tahun 2022-2023

The government is innovating to support the implementation of an Electronic-Based Government System and improve the quality of archiving by establishing the Integrated Dynamic Archival Information System Application (SRIKANDI) regulated by Presidential Regulation Number 95 of 2018 concerning the Electronic-Based Government System. This study aims to analyze the Implementation of Integrated Dynamic Archival Information System Policy (SRIKANDI) at the Rengat Barat Sub-district Office, Indragiri Hulu Regency in 2022 - 2023.
This study uses a qualitative descriptive approach by adopting Edward III's Public Policy Theory, which highlights four dimensions: communication, resources, disposition, and bureaucratic structure. Data collection techniques are carried out through interviews and documentation. The data analysis technique used by the researcher is the Analysis Interactive Model Miles and Huberman, there are 4 stages, namely data collection, data reduction, data presentation and drawing conclusions.
The results of the study indicate that the implementation of the SRIKANDI application policy in managing archives at the Rengat Barat District Office, Indragiri Hulu Regency 2022-2023 is not optimal. This can be seen from several dimensions, namely communication, resources, disposition, and bureaucratic structure. Although communication is carried out through socialization and technical guidance, it is not yet fully effective. Resources indicate the need to improve IT competence for policy implementers, although local infrastructure is adequate, the center (PDN) still often experiences disruptions. Disposition lacks commitment to policy implementers. The inhibiting factors found are that the SRIKANDI application often experiences maintenance, minimal technical guidance.
