This research was motivated by public complaints about the occurrence of floods and puddles when it rained on settlements in several areas in Pekanbaru City. This study aims to determine how far the level of effectiveness and obstacles faced in the application of Regional Regulation Number 10 of 2006 concerning Water Resources and Infiltration Wells in Tuahmadani District. This study uses a qualitative method approach with a descriptive type of research. This study used indicators to measure the effectiveness of an organization, namely the source approach, process approach, and target approach. Collecting data using interview, observation and documentation techniques. The results showed that the problem occurred in the communication aspect between agencies that had not run optimally, socialization of regional regulations had not been effective, supervision was still weak so it can be concluded that the application of Regional Regulation Number 10 of 2006 concerning Water Resources and Infiltration Wells in Tuahmadani District was influenced by inputs, process and output and currently not running effectively. The obstacles in implementing these regulations are communication that is still lacking, resources are still lacking, supervision is not optimal, and socialization is not effective.
