Koordinasi Pemerintah Daerah Dalam Pendistribusian Bantuan Sosial Terhadap Masyarakat Terdampak Covid-19 Di Kecamatan Tampan Tahun 2020

Corona Virus Disease 2019 (Covid-19) is a disease whose transmission is not
yet clear. The World Health Organization (WHO) has determined Covid-19 as a
pandemic threat since March 11, 2020. Local governments in this case have an
important role to serve every community with all their needs as stipulated in Law
Number 23 of 2014 concerning Regional Government. In this case, Pekanbaru
City as one of the highest spreads of Covid-19 carried out prevention and
handling of the impact of Covid-19 by coordinating. Coordination is an effort to
adjust the different parts, so that the activities of the parts are completed on time,
so that each can contribute to its maximum effort, in order to obtain the overall
result.
The purpose of this study is to explain the coordination of local governments
in distributing social assistance to communities affected by Covid-19 in
Kecamatan Tampan and the obstacles that occur that cause the distribution of
social assistance to be not optimal. The research method used is a qualitative
approach with a descriptive approach. This method aims to obtain an overview
that explains the implementation of coordination and the obstacles that occur in
the distribution of social assistance.
The Pekanbaru City Social and Cemetery Service and the Pekanbaru City
Industry and Trade Service are believed to be agencies that can provide logistical
assistance to the entire community down to the sub-district level. The sub-district
that is the focus of this research is the Kecamatan Tampan, where the handsome
District is one of the spread of Covid-19 which is in the red zone. This research
was conducted in the of Kecamatan Tampan, because in addition to the large
population there are also problems that occur. In the Kecamatan Tampan itself,
there was a refusal of social assistance. In addition, the occurrence of the removal
of the lurah from his position was due to the refusal made by the residents through
the RT/RW Communication Forum. From these findings, social assistance is not
optimal, apart from data discrepancies, is the lack of socialization and the lack of
disclosure of information conveyed. Therefore, in responding to this, it is better to
be wiser in taking and reviewing every instruction given, so that the assistance
provided is right on target.
