ABSTRACT
Licensing is the granting of legality to a person or certain business actor/activity in the form of a permit or business registration certificate. Transportation of people using public motorized vehicles not on a route is transportation served by public passenger cars or public buses in urban areas and/or certain areas or from one place to another, which has an origin and destination but does not have a fixed route or time. Many people transporting people not on the Inhu-Pekanbaru route do not have permits to operate. This is where the role of the Riau provincial transportation service is needed to handle this problem, guided by Minister of Transportation Regulation No. 117 of 2018 concerning transport of people not on routes.
The research method used is sociological/empirical legal research, namely by conducting interviews with related parties as a data collection tool. In this research, the author conducted direct research at the research location to obtain materials, data and information related to this research.
The result of this research is that the implementation of Minister of Transportation Regulation Number 117 of 2018, which regulates the obligation of public transport companies to have permits to operate non-route people transport still faces challenges, such as the absence of transport companies that have permits in several areas, for example in Pasir Penyu District, Indragiri Hulu Regency. There are many factors that become obstacles in the implementation of permits for off-route people transport, both from the Transportation Service and transport entrepreneurs. Efforts have been made to increase legal awareness to implement Minister of Transportation Regulation No. 117 of 2018 concerning non-route transportation of people.
