Problematika Penegakan Hukum Bagi Orang Tua Pelaku Tindak Pidana Eksploitasi Ekonomi Terhadap Anak Di Kota Pekanbaru

ABSTRACT
Law Number 35 of 2014 concerning Child Protection is a legality granted by the state to guarantee the realization of children's rights so that they can live, grow, develop and participate in the best possible way in accordance with human dignity and dignity, and to realize quality, noble and prosperous Indonesian children and receive protection from violence and discrimination. However, in fact, such as in Pekanbaru City, there are still many children who are victims of child exploitation, even the perpetrators are the parents of the children themselves, these children are often exploited as street beggars, buskers, scavengers, tissue sellers and so on. Therefore, the purpose of this thesis research is first, the problems of law enforcement for parents who commit criminal acts of economic exploitation of children in Pekanbaru City, second, future law enforcement efforts so that children do not become victims of economic exploitation by parents in Pekanbaru City.
This research is a sociological research, namely the approach to the problems studied with real legal nature or in accordance with the reality of life in society. This research was conducted in the jurisdiction of the Pekanbaru City Police, the Pekanbaru City Social Service, the Pekanbaru City Women's Empowerment, Child Protection and Community Empowerment Service and the Pekanbaru City Civil Service Police Unit. Meanwhile, the population and sample are parties related to the problems studied in this study. The data sources used are primary data, secondary data and tertiary data. Data collection techniques in this study were through observation, interviews, and literature reviews.
The results of this study can be concluded as follows: first, the problematic law enforcement for parents who commit crimes of economic exploitation of children in Pekanbaru City is caused by the main obstacles that hinder law enforcement, including legal factors, law enforcement factors, facilities/facilities, and community factors. Second, future law enforcement efforts so that children do not become victims of economic exploitation by parents in Pekanbaru City are quite varied, including strengthening coaching programs, increasing public awareness of the negative impacts of giving cash to children who are exploited economically, increasing cooperation between government agencies, communities, and civil organizations. In addition, job training is implemented and monitoring and evaluation are carried out periodically.
