Implementasi Kebijakan Mutu Benih Tanaman Pangan Di Provinsi Riau Tahun 2023
The regional government established the Food Crop and Horticultural Seed Certification and Seed Certification Unit (PSBTPH) to ensure the availability of quality seeds in Riau Province. This research was conducted based on the phenomenon of declining use of certified seeds by farmers in 2023. This study aims to describe the implementation of the 2023 food crop seed quality policy using George Edward III's policy implementation theory, which includes communication, resources, disposition, and bureaucratic structure. The research method used was descriptive qualitative.
The results showed that internal communication was well-defined and clear, with all staff understanding seed quality. Resource indicators, including human resources, and facility resources, were sufficient to support the implementation of the food crop seed quality policy in Riau Province. Disposition indicators indicated that all staff demonstrated a positive attitude towards seed quality implementation. Regarding bureaucracy, the PSBTPH UPT has clear procedures and workflows, enabling each step in the administrative process to be carried out more efficiently. Seed certification procedures have also been established with a clear flow. However, one of the inhibiting factors in the implementation of this policy is the lack of public awareness due to a limited budget, which means that some farmers still don't fully understand the importance of using quality seeds.
