Evaluasi Kebijakan Penempatan Wilayah Kerja Pelabuhan Laut Pekanbaru Pada Balai Kekarantinaan Kesehatan Kelas I Pekanbaru

This research was motivated by the relocation of Pelindo I Pekanbaru port from Pekanbaru to Perawang, Tualang District which was not accompanied by the relocation of the working area of the Pekanbaru Sea Port. This poses a number of challenges to the implementation of health quarantine activities, including the significant distance from the working area office to the port which is 61.5 km with an estimated travel time of one and a half hours, the limited number of officers compared to the standard operating procedures (SOP) and the high rate of Covid-19 transmission in the area.
This study aims to evaluate the success of the work area placement policy and identify obstacles that arise in evaluating the placement of work areas and the implementation of ship inspection activities according to quarantine standards in the Pekanbaru Sea Port work area, using the Daniel L. Stufflebeam and Zhang (2017) CIPP evaluation model which consists of Context, Input, Process and Product indicators. This research uses descriptive research methods, in determining informants using purposive sampling techniques. Data collection techniques through interviews, observation, documentation studies and triangulation. Data analysis techniques through the steps of Data Condesation (data reduction); Data Display (data presentation); and Conclusion Drawing (conclusion drawing and verification).
The results of this study indicate that the policy placement of the Pekanbaru Sea Port working area in the Context indicator of policy and program objectives is still relevant to the needs of the target, but in the Input, Process and Product indicators have not succeeded in improving health quarantine services at the entrance to the country and region, this is because the policy of relocating the port by the Ministry of Transportation is not accompanied by changes in health quarantine services. Port relocation policy by the Ministry of Transportation is not accompanied by changes in the policy on the placement of work areas, limited human resources in the implementation of activities, lack of operational supporting infrastructure. Implementation of activities, lack of operational supporting infrastructure and target data is not specific, making it difficult to evaluate and plan. So The Class I Pekanbaru Port Health Quarantine Center needs to keep up with the development of external policies (Regulation of the Minister of Transportation Number KM.15 of 2015) which can affect changes in internal policies and strategies. can affect changes in internal policies and strategies.
