Background of this study is there are some children who have an impaired ability to speak in the Village Baturijal Peranap Hilir District of Indragiri Hulu. This can be seen in the symptoms that researchers have encountered the son Starting difficulty in retelling the story told, the story is in the form of fairy tales or other stories. Kids Begin difficult to listen to the words of others, understand stories read. That is why it appears that children's ability to speak low based on the background of the author is interested in studying about the picture speaking skills of children aged 4-5 years in the Village Baturijal Peranap Hilir District of Indragiri Hulu. The purpose of this study was to determine how the speaking skills of children aged 4-5 years in the Village Baturijal Peranap Hilir District of Indragiri Hulu. This type of research is descriptive is an attempt kaedah into a data processing that can be expressed clearly and precisely with the aim that understood by people who do not directly experience it for yourself. The study population was children who were 30 children, consisting of 12 boys and 18 girls. The data collection technique using observation records. Note observation is one of the qualitative data collection techniques. Observations to obtain data in research requires precision to listen and pay attention to the careful and detailed on what is seen. Note observations are usually handwritten. Here grating instrument in picture capability speaking children aged 4-5 in District Peranap Indragiri Hulu. Based on the description of the assessment process that the first indicator percentage of 62,00%, 85,33% Indicator 2 percent, 3 percentage indicators 81,33% Indicator 4 percentage 72,00%, 72,67 percentage indicator of 5%, 6 percentage indicator 96,67%. The data collected were speaking skills of children aged 4-5 years in the village Baturijal Peranap Hilir District of Indragiri Hulu, based on an assessment that is where the average percentage of 78,33% persiklus are in the developing according to expectations, Thus it can be concluded that the development of the ability speaking children aged 4-5 years in the village Baturijal Peranap Hilir District of Indragiri Hulu in both categories.
