ABSTRACT
This study aims to find empirical evidence related to the influence of
Human Resource Competence, Budget Planning and Organizational Commitment
on the Absorption of the Covid 19 Budget (Study on OPD Rokan Hilir Regency).
The population of this study is the OPD in Rokan Hilir district that uses
the covid 19 budget. The sample of this study was selected using the nonprobability
sampling method, which is not able to provide equal opportunities to
every member of the population being sampled. Hypothesis testing was carried
out with the help of the SPSS 23 statistical test tool.
The results of this study indicate that the competence of human resources,
budget planning, and organizational commitment affect the absorption of the
covid 19 budget
